Abstract :
Scientific resource evaluation has become a major means for the effectiveness of scientific activities as well as an important tool for governments making scientific plans. This paper based on the idea of composition of scientific evaluation system to build a strong and universal set of scientific resource evaluation indicator system. By separately empowered the quantitative and qualitative indicators with the coefficient variation method and ordering relational analysis method, the evaluation system was optimized, thus the complexity of calculation process of scientific resource evaluation was greatly simplified, and the comparability and objectivity of the evaluation results were enhanced. Empirically analyzed Beijing, Shanghai, Guangdong, Liaoning region, and then gave some suggestions to improve the effectiveness of scientific activities.
