The research on off-farm employment services of rural labors

The off-farm employment services of rural labors have great importance to increase the rural labors´ income and lessen the difference between the urban and rural. The paper firstly analyzes the demands of the off-farm employment service and its contents: employment services, training services, rights maintenance and social security services, and cultural life services. Then it refers to the current problems from the institutional, economic and managerial perspective. Lastly it gives the advice on policy: reforming registration system and employment system of rural labors, increasing the government´s investment and financial support to off-farm employment services, setting up united department and the related employment service system.
