Abstract :
Scientific decision to book purchasing plays a key role to progress in the whole service of library of university. First in this paper at basis of the automatic system of library, each rule of annual circulation rate, which derives from the past years data, are decided using triangle fuzzy membership functions. Second, the decision to distribution of purchasing fund is made via annual circulation rates of library and fuzzy quantitative index of teaching scientific research rules. The model of distribution of purchasing fund built on bi-rules of fuzzy plan in collegial library combines qualitative analysis with quantitative analysis, which is reasonable and operable, and satisfies all requirements from researchers, teachers and readers in maximum.
