Abstract
Most utilities in the United States use the voltage and harmonic current limits given in IEEE Std. 519 as at least the basis for how they deal with harmonic-producing customers. In this paper, rationale behind making the recommended limits into requirements is discussed so as to offer possible guidance for future decisions regarding limits. With IEEE Std. 519 completing a revision at this time, the changes are sure to spark a new round of ldquomaking recommendations into requirements.
