Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

This paper firstly analyzed the features of the BT project and then identified the risks of BT project. The risks are divided into exogenous risks and endogenous risks. Finally, towards the features of exogenous and endogenous risks, this paper raised the concept of precaution, internal control and after control. This paper also analyzed the countermeasures of the risks in BT project from the view of BT project sponsor (owner) and the holder (contractor).
