Fiscal security is an important subsystem of national economic security. National fiscal security mainly embodies in levels of fiscal risks. According to Polackova´s fiscal risk matrix, China´s fiscal operation contains huge risks, which focus on contingent liabilities and implicit debts. In order to safeguard national fiscal security, measures must be taken to prevent fiscal risks.
