“Family and community endowment” and function analysis for old caring of community public service facilities

Abstract :
Traditional family endowment and social endowment both have limitations in China at present whereas the new endowment mode “Family and community endowment” integrates advantages of the two. The paper analyzed the old people´s choice on living style under the new mode. Residential districts are the optimum environment for old caring, and public service facilities in residential districts have to satisfy the old people´s life necessities. There are peculiarities in the old age: physiological natural aging and organic lesions in physiology, being afraid of loneliness and desiring to be looked after in psychology. So the old people have the endowment demands of “living with security, being nursed in time and enjoying independence, achievement and entertainment”. Public service facilities in residential districts must meet these demands and correspondingly provide functions of residing and feeding, medical care system, maintaining the old people´s survival value and social communicating.
