Abstract
This short paper focuses on the evaluation of past and current frequency policies of national regulators in the light of new approaches that include technologies allowing a more flexible use of radio spectrum. The paper presents the basic approach of measuring spectral efficiency and the performance of spectrum regimes, with a short analysis of the regulation-based delays in the German spectrum market. Based on a normatively defined spectrum regime, an outlook is given on the effects emerging technologies might have on efficiency and performance
