  • Abstract
    Through an inter-temporal game between traffic department and tender enterprise, this paper, theoretically studied the general characteristics of the corruption in project bidding in infrastructure construction, and then, setting an example of the traffic infrastructure construction and water infrastructure construction, researched the sectoral characteristics of the corruption in project bidding. From the angle of regulating the government officials, this paper put forward that: incentive and restraint mechanism, such as the innovation for the system of civil servants´ wage, strengthening the supervisory mechanism and penalty mechanism, are effective countermeasures to circumvent corruption. Besides, the sectoral characteristics between different departments are mainly determined by democracy participation mechanism.
