Abstract
Today, the primary function of a modern IS (information system) organization, can be either performed in-house or outsourced to providers/vendors. Organizations that outsource the development, operational and management of their IT activities to other companies are at various levels of maturity. In This paper we propose an integrated outsourcing framework to move from first level to higher levels of outsourcing maturity especially for developing country. This framework presents a model for analyzing IT outsourcing when the source planning of the project is performed in the organization. Also since all outsourcing proposals are required to provide a technical and managerial proposal and a separate cost proposal, we include a cost evaluation methodology in our proposed framework to help to outsourcing decision.
