Abstract :
Contractor prequalification is the most important part between inviting and bidding activities; only using the scientific criterion, scientific instruction, strict intendance and practical action can we do this part, so that we could achieve the Win-win situation of inviting and bidding activities. There are varied kinds of characters of indicators of prequalification, including compelling indicators and conditions, quantification indicators-such as the ability of investing in finance-and fuzzy indicators which are difficult to use the absolute number to quantifiable indicators. A new making method based on Priority Vector and FMADM is presented here. The decision establishes a new kind of similar approach degree by combining the Euclidean distance with grey correlation degree to appraise the scheme, considers the gray information and fuzzy information in decision-making process and realize evaluation and ranking of the potential bidders overall by comparing with the new kind of similar approach degree.
