Abstract
The enhancement of HF air-to-ground communication service´s availability by the methods of site diversity and frequency diversity are analyzed. Then combining the two methods, it comes to a conclusion that a quite high availability which meets our demands could be achieved with two stations and seven frequencies when the communications are between air stations and fixed stations, and the results above are validated according to the simulations.
