Abstract :
For pt.I see ibid., p.67-72 (1991). A statistical analysis of the ANSI/IEEE loadbreak switching test shows that it cannot offer utilities reliability assurances. An alternative approach to loadbreak testing is presented. It utilizes the concepts of a generic switching reliability characteristic, composite system switching reliability (CSSR), and lower confidence limits to relate laboratory test performance to utility reliability needs. The major focus is the number of samples, which must be tested in the laboratory, needed to determine in-service reliability to some specified confidence level
