    After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

    Role-based delegation model is an important safety strategy need to be supported, which main thought is that the active entity of system delegates role to other active entity under some special circumstances, and execute special task on behalf of the former. Based on the traditional role-based delegation model, a role-based delegation with time-constraint and transmission-limitation is put forward-time-constraint constrain delegation from three aspects, therefore enhance the safety; transmission-limitation makes the assigned transmission by width and depth, and improve the controllability of delegation.
