Abstract :
Decision-making is one of the most common activities in human resource allocation, transportation, and many other areas. In real problems, the decision-making problems often involve uncertainty such as roughness and fuzziness. Therefore, a proper uncertainty descriptive method is the foundation of complex decision-making problems. In this paper, we use rough fuzzy set to describe the uncertainty. Firstly, based on the decomposition theorem of fuzzy set, we summarize the role of membership state to the decision-making, and give the concept of level effect function; secondly, we establish a metric of effect roughness degree (denoted by ERD for short), also discuss its properties and give its computation steps; finally, we further analyze the features and effectiveness of ERD through a fuzzy decision-making case under rough environment. All the results indicate that ERD has good structural characteristics and interpretability, it can easily integrate fuzzy consciousness into decision-making process.
