ATM benefits: Prioritize, focus, and finish

Success in ATM Modernization is possible when we have clear objectives, measurable benefits, and complete stakeholder support. Our global plan should be implemented in a manner that reflects recent successes. We need priorities for global solutions as well as regional solutions. ICAO is proposing a framework or aviation system block upgrade plan. For example, this framework could address: Measurable operational improvement with metrics to determine success and Necessary equipment & systems in aircraft and on the ground.
