Abstract
The purpose of this paper is to introduce a mechanism on how to measure the level of affordable housing for people in Sabah, namely Kota Kinabalu. In this study, affordable house means house that is appropriate for low to moderate income households. Two existing housing schemes in Kota Kinabalu, namely Taman Bina Puri and Taman Jaya Diri were selected for observation. The study revealed that there is no clear framework to guide the construction as well as distribution of affordable house to the poor. The study proposed the adoption of the Development Assistance Committee (DAC) criteria as means of evaluation towards ensuring equitable and effectiveness affordable house distribution.
