Abstract :
In cell and micro-cell environmental for 3G mobile communications, the probability of the dropping of handover calls due to users´ mobility and blocking of new calls is the main parameter, which determines the QoS of the system. Now although some policy can improve the performance of handovers, they all increase the blocking probability of new calls. In this paper we propose a new call admission policy, which based on the fractional guard channel scheme, but additionally considers the blocking of new calls. This proposed policy could improve the performance of the system, compared to the commonly used call admission policy.
