  • Abstract
A knowledge meta-system, to include and encompass a complex system, is proposed as a deliberative cognitive structure to enable self-governance and autonomic management. It is shown how, using a propositional sentential account of system epistemology via an observer model with known metrics and dimensions, as signatures for self-organising behaviour, associated with large scale networks, may be used to infer behaviour. Finally it is demonstrated how such a system can control and determine the type of evolving networks through an example generic network building example
