Abstract
This paper deals with the initiative to move future technology into the present, by the city of Naperville by implementing one of the first IEC 61850 substations. The specification which has been standardized on and implemented in their last eight (8) substations includes Siemens 75J63 multifunction feeder protective relays connected to a SICAM SAS automation system communicating via Profibus FMS at 1.5 Mb/s
