Abstract
Emergency communications and network convergence attract enlarged interest and become strategic research cornerstones in many communications concepts. This paper focuses on novel resource management architecture for interoperable heterogeneous networks that may accommodate the needs of the emergency situations. Specifically, it describes the RIWCoS resource management architecture and elaborates its mechanisms for handling applications and resources under emergency situations.
