Abstract
The seven key elements OPRTAES about executive power management were put forward. Based on that ideas, ORT executive power management software was developed. It integrated open-source frameworks widely from support system, application software to development tool, such as Nginx, Chrome, Winpcap, Google Maps, QeePHP. It jointedC/B/S structure seamlessly through VC++ and PHP. Its development process forms a excellent design pattern of application systems. The pattern provides good reliability, reusability, extensibility and low cost for them. The ORT system has high performance and rich functions, which is applicable to various type of management. At present, it enters commercial stage and gets many customers.
