  • Abstract
    The purpose of this paper is to address the functional requirements of the energy and ancillary service dispatch application which supports the interim ISO New England (ISONE) electricity market. The requirements are partially extracted from the market rules and procedures approved by the Regional Market Operations Committee of New England power pool (NEPOOL). The application is required to provide both the pre-dispatch scheduling and the real-time dispatch functions in order to meet operational needs for different time horizons. It clears bids for the markets of energy, regulating capacity and reserves and determines real-time marginal prices and lost opportunity costs for settlement purposes. To cope with the rapidly changing deregulated environment, an iterative prototyping approach is taken to solicit and refine requirements along the course of this multi-phased ISONE project
