    Under the current level of agricultural production conditions and socio-economic environment, Opportunity cost of all the bodies involved in the activities of land transferred and the main safeguard effect of land are analyzed, and then the paper builds the decision-making scale model of the farmland large-scale management in order to increase the utilization efficiency of farmland. Meanwhile, Xi´an Zhouzhi County was taken as empirical example to demonstrate the analysis, and it has a direct value to the lessees.
