Abstract :
In recent years, emergency events are increasing in the whole world. Emergency rescue and transportation are two of the most important issues at the beginning of a disaster. In order to reduce disaster loss and help the injured in a timely manner, we need a rapid emergency management system (EMS) which integrates various systems to communicate between all kinds of emergent agencies and emergency operation center (EOC). However, the extremely heterogeneous services make it difficult to develop a single EMS to integrate all needs. This study proposed Service-Oriented Architecture (SOA) of next generation EMS (SOEMS) framework that uses SOA as a model for deploying, integrating, and implementing emergent agencies´ services to improve EMS. Such a model can not only help the EMS to develop cost efficiency, but can also reduce process times. Moreover, this study analyzes the EOC key functions and EMS domain, services, and processes. In a nutshell, using SOA techniques to develop the next generation EMS is an important topic. The article ends with some insight and vision for the next generation EMS.
