Abstract
Several ERP project management frameworks have been proposed in the literature. Based on case studies of four Canadian provincial government organizations, we validate existing methodologies and identify key implementation issues and challenges in the context of public sector. We gathered case data through interviews of project managers/leads; observations; and archival sources. We discussed major phases of ERP projects, starting from chartering to system implementation to go-live. We also identified key project risks; mapped reengineering challenges; and proposed their mitigation strategies. Our work contributes in several ways: first, it empirically validates existing methodologies through multiple case studies; second, it captures recent trends and challenges in ERP implementation; third, we compiled a checklist of key project activities and strategies that practitioners may find useful for planning and decision making.
