  • Abstract
    Nowadays, a wide variety of LMS (learning management systems) are available over the Internet. However, they lack the exchange of information with other systems/repositories and do not provide the learning environment for building several pedagogical baselines of e-learning strategies. In addition, they lack the low level interactivity/tracking which are essential variables for the success of e-learning approach. We present a learning environment that defines the criteria for the interoperable development process of pedagogical learning resources dedicated to any e-learning strategy. This environment depends mainly on the learner profile information and demands, and will be based on an improved WBT/E Model. This model depends on the IEEE LTSA, the ENHANCE Model, and uses several IEEE and MPEG standards. In addition, it has several objectives to meet and to overcome current LMS limitations. For illustration purpose, we present a scenario for the development of media courses in a personalized type of learning.
