Abstract :
Many strategists are considering how to use information and communication technologies (ICTs) to address the myriad problems in the educational sector of underdeveloped countries and regions. Many developing countries are implementing national plans to ensure that every public school and community center in the country has at least one computer with an Internet connection. This can be done by repurposing old computers, providing correct bandwidth for Internet connection, protecting computers, and using digital learning environments for teachers and students.
