In the declined phase of the mine, the coal is getting less and less even to exhausted, the scale of the production is also smaller than before, and many staffs transfer to other places, so a lot of infrastructure are in idle state and the utilization rate of the infrastructure is low. Based on the circular economy, in this paper the author studies on the utilization model of infrastructure in declined mine. Firstly, the life cycle of mine is analysed, including the phase of gestation, growth, maturation and decline. Secondly, the infrastructure resource in declined mine and the location between the mine and the town are discussed. At last, the utilization model of infrastructure in declined mine is founded, which mainly include the model of high-efficiency agriculture, tourism, industrial transformation, real estate, commerce and store.
