Abstract :
The traditional inland port report and inspection rely on manual operations, working procedures of which are complicated and inefficient. This paper studies the structure model of harbor report platform which is based on the mobile technology and the mode of service innovation. In this research, mobile technology and modern information technology are used to reorganize and redesign the harbor workflow. First, the service efficiency and the satisfaction of boat runners are improved by reporting harbor via short message. Then, a mobile messaging platform is designed to deal with urgencies. Moreover, the efficiency of approvals and other process can run at high efficiency through the change of management model caused by mobile technology. Via the practical application in Shanghai Maritime Bureau, it indicates that the system can increase the service quality remarkably and increase the productivity of port. Therefore, it is worthy of being further promoted in a wider extent.
