Abstract :
The need for reliable proof of the charge transfer system (CTS) technology has been pressed since its inception 30 year ago. However, the lack of useable data from the atmospheric physics community, the acceptance of operational statistics and the rejection of the CTS by some scientists have combined to retard its acceptance. Further, early failures were published world wide by those careful to neglect the more prevalent successes. Now prominent scientists have proven the scientific foundation. Thousands of customers endorse it and test programs have vindicated the claims. Unfortunately, mankind is prone to look for failures and ignore (or write off) the success in scientific breakthrough technologies, forgetting that all R & D programs experience some initial failures while on the path to success. This paper has been prepared to dispel the doubts and offer a system that has already saved its customers millions of dollars in lost property, production and probably lives as well.
