Abstract
Video-compression-algorithm-based block and vector transformations for prioritized packet switched networks are described. It is demonstrated that for a fixed high priority bandwidth this algorithm maintains a superior minimum quality video service compared to purely block-based coding techniques with only a small increase in the computational load. Simulations on digitized video support these claims
