  • Abstract
    Using data from macro statistics yearbooks, the authors validate the coordination degree of industrial structure and human capital is low in China by calculating deviate degree. Regional education attainment coefficient is generated to decompose regional human capital stock from the whole country. Human capital externalities growth model is estimated by three strata of industry, the elasticity of human capital input is significant except for that of in secondary industry. This attributes to backward industrial restructuring in secondary industry. Besides that, the regression result of the model demonstrates that economic growth of Jilin mainly depends on physical capital input; contribution rate of human capital input of Jilin is smaller than that of in economically developed region. Granger causality test results demonstrates that higher education should be developed to promote primary industry; economic growth of secondary industry and human capital of secondary and higher education have reciprocal causation relationship; education at each level depends on the development of tertiary industry in Jilin Province.
