Abstract
This paper discusses Hydro Quebec TransEnergie response to blockouts or catastrophic events. The panelist will present: key data about Hydro Quebec (HQ) system, impact of August 14th blackout on HQ system, actions following HQ blockouts, HQ defense plan and HQ 1998 Ice Storm. In conclusion, adoption of automatic action schemes like tripping load could be beneficial to prevent blackouts, or minimize their impact. CEA actions for assuring the electric system reliability are also described in this paper.
