  • Abstract
    The responses to a public crisis has become a concern. Some problems exist in the deficient model of having the government as the single entity followed in China in response to the public crisis. The author will have a study on this issue based on the manegement of the congelation public crisis in Xiuwen County. In dealing with the severe congelation public crisis in Xiuwen County, the theory of network governance and collaborative governance have been introduced, thus the county established a perfect Emergency Management System of Public Crisis involving active multiple subjects which are able to cope with the crisis in effective inter-subject and intra-subjects coordination, and accumulated some experience from the division of labor within the subject and cooperation between the subjects. That is of great significance for promoting scientific development of China´s public security crisis response mechnism.
