Abstract :
After the separation of generation and grid, price bidding of power plants and the regional power market construction, generation and grid are not managed by one utility. This paper analyzed the factors influencing the harmonizing planning of generation, transmission and customers, point out that the transmission plan is the key in the concurrent plan, the transmission price and congestion charge should provide economic signals to power system expansion and some principles in set the charges are given to guide the planning. A mathematical model is given to solve the investment plan among the three participants. The advice of framework and procedure to implement harmonizing plan are given at the end of the work
