Abstract
Independent transmission companies seeking to invest in transmission assets can face different investment incentives depending on whether the investment opportunity is in an RTO, or not In some cases, there may be different investment incentives between RTOs. This presentation will explore the effect that RTO distinctions between reliability related expansion and economically based expansion has on the desire to invest. Additional discussion will explore financial and operational differences and their effect on the willingness to invest.
