Building learning organization is to sustain long-term development and an invincible position in the fierce market competition for enterprises. The learning organization´s structural model and the multi-level indicator systems are established first. Using analytic hierarchy process and fuzzy synthetic evaluation method, the performance of learning organization is evaluated then. Finally, the further improved path and the learning organization´s precedence are identified. A practice of a large-scale State-owned enterprise is stated as a case-study and the corresponding policies for continuous improvement are given.
