  • Abstract
    This paper elaborated many principles of emergency resource management, such as "people-oriented", efficiency, combination of management and control, coordination, fairness in view of the characteristics of emergency resource management based on the objective to integrate emergency resources scientifically and quickly in order to respond the demands of public crisis resources. It proposed grid management of public crisis resources. It also analyzed the advantages of it, which are resource sharing, high operational efficiency, strong information openness. In order to provide scientific basis to improve the ability of public emergency resource management, it constructed a comprehensive, stereo, multi-level and comprehensive grid system of emergency resource management, which was made up of the workflow execution model and the structure model of grid management of emergency resources, an integrated system made up of structure layer, connect layer, resource layer, convergence layer, service layer, user layer, etc.
