Abstract
It is shown that a rate-1/n convolutional encoder is nondegenerate and noncatastrophic if and only it is locally invertible. Upper and lower bounds on the number of consecutive all-zero outputs of an encoder starting in a nonzero state are derived using local invertibility of rate-1/n encoders
