Study on the evaluation system and promotion of regional independent innovation ability in Heilongjiang province

Scientific evaluation of regional independent innovation ability is important for the level of independent innovation ability of all regions. This paper selects 18 specific evaluation indexes form the aspects of the independent innovation resources investment ability, the independent innovation carrier´s support ability, the independent innovation achievement delivers ability and the independent innovation managed ability. After all, it uses factor analysis to analyze and evaluate the ability of independent innovation of 13 regions of Heilongjiang province. At the same time, three suggestions are proposed based on the assessment to enhance the ability of independent innovation.
