Abstract :
In this paper we present a method for detection of the car license plates area and characters in 2D color images. In this method we first get the possible license plates area in the image with two kinds of information - rectangle edges and connected ribbon area. This method has less affection caused by light and blur. Then, a smart algorithm to detect and revise the oblique of characters is introduced. Experiment result proves its good efficiency.
