Abstract
In LEO satellite constellation communication system, the continual movement between satellites made the system become a hundred-percent dynamical network. After researching the 24/3/1 walker-satellite-constellation with inter-orbit ISL and intra-orbit ISL, two network topology control scenarios based on inter-orbit ISL linkage are suggested. Meanwhile, the computer simulation about these two scenarios gives the valuable results.
