Abstract
Today the core business of politics and public administration is affected by the development of new technologies. As a result. all government agencies are trying to reinvent themselves to meet the needs and aspirations of citizens and to provide them with better and efficient services and to be more open and transparent. The purpose of this paper is the examination of the impacts of ICT on the implementation of open, innovative and performanceoriented governance and public administration. It also attempts to explain the impact of Web 1.0 technologies today and those of Web 2.0 on the implementation of e-Tunisia to meet the information needs of citizens, giving them access to diferent transactional services and to facilitate their participation in socio-political processes and actions. So Tunisian 2. Open Movement and its impact is described.
