Abstract :
Efficiency evaluation of command information (CI) system is a very complicated problem. According to the configuration and function, the evaluation index system of CI are established, which includes various factors such as information captures capability, situation awareness capability, threat assessment capability and so on. The characters of some factors are fuzzy and random. Taking the fuzziness and uncertainty of systems as background, the integration and transformation between the qualitative evaluation and quantitative research are studied by using cloud model. In this paper, numerical characters and relative algorithms of cloud model have been introduced, and a method of transformation between qualitative and quantitative evaluation has been presented. The models application process is demonstrated through an example. The results show that the method is feasibility and practicability and can be applied to evaluate the efficacy of CI system.
