Abstract :
Learning from the past is how people gain experiences and correct mistakes. A major disaster like the 2005 Songhua river pollution provides valuable background and information for the government and the public to find out what had gone wrong, what could have been done better, and how to prevent such crisis from occurring in the future. In this paper, we employ the gaming simulation technique to allow participants to manage a simulated public crisis. Actor analysis is performed to identify relevant actors in the Songhua river pollution crisis. We also outline the framework and procedures to conduct the gaming simulation.
