Abstract :
In order to analyze the economic traits of ICP corporations, we can divide the online information services provided by ICPs into two classes: one class manifests scale economy on demand side (network externality) while the other not. This article focuses on the problem that how to charge the online information services without network externalities, and get the conclusions: under monopoly circumstances, charging will increase ICP´s total profits, and may increase information supply rates; it is very difficult to charge just as perfect competition when two homogeneous ICPs undergo oligopoly competition; when the qualities of information services provided by ICPs are not identical, ICP with high quality will get higher profit and higher information supply rate if it can enlarge the quality gap between the two competitive corporations and can efficiently control the cost rising due to this enlarging.
