Abstract :
Analyzes the deficiency of conventional method of competence model establishment and introduces the rough sets theory and information entropy theory. On this basis, the dynamic identifying based on rough sets and information entropy for the official key competences is studied. An official competence measurement indicator system is established, by which the relations among competence dimensions and competence elements are analyzed. Rough sets and information entropy are taken appliance to attributes reduction and weight coefficients calculation. As a consequence, actual data of officials in politics and law department of certain city are taken as samples to demonstrate the model which is established in this paper. The result of demonstration illustrates the validity of the algorithm proposed and the practicability of the model.
