Abstract
This paper explains the concept of a time-scale algorithm. It goes on to show that the non-observability of the time error of a clock results in ambiguity that produces method dependent solutions. Finally, we present a technique to remove the ambiguity and use simulation to show that the resulting algorithms span the performance range of algorithms reported in the literature.
