Abstract

Spectrum is a scarce resource that managed by government. To know that resource is occupied efficiently, we can calculate utilization of spectrum. ITU gives recommendation to calculate spectrum requirement. By adopt this recommendation, we can calculate spectrum utilization in supply side and demand side. In this paper we explain the method and are implemented to calculate cellular service in Indonesia. Also introducing several steps should be taken to optimize the Indonesia´s cellular spectrum utilization.
